Home Energy Assistance Program (HEAP) 

The Home Energy Assistance Program is a federally funded program that provides eligible Ohioans assistance with their home energy bills. This one-time benefit is applied directly to the customer's utility bill or bulk fuel bill.The program runs from July 1 to June 30 each year. Eligible customers receive a direct payment toward their energy heating bill. Heap benefits are typically credited directly towards the eligible customers energy heating bill beginning in the month of January. Heap credits can take up to 30 to 60 days to be applied to customers account. 

Who is eligible for HEAP?

Ohioans with a household income at or below 175 percent of the federal poverty guidelines are eligible for the program. For 2018-2019, the income levels are:

How to apply?

You can apply in person at your local energy assistance provider or by mail. To apply, you will need to complete the Energy Assistance Application an submit copies of the following documents:

  • A copy of your most recent energy bills
  • All household members birth certificates, social security cards, and identification cards for anyone over the age of 18.
  • Proof of income for the last 30 days or past 12 months.

Applications that are mailed into Office of Community Assistance can take 12 to 16 weeks for processing. Please do not forget to sign application if you mail it in. Not signing the application will delay the application process.

Percentage of Income Payment Plan (PIPP)

 Helps income-eligible Ohioans manage their energy bills year-round. The program allows eligible Ohioans to pay their energy bill each month based on a percentage of their income. To be eligible for the program, a customer must receive residential, electric or gas service from a     company regulated by the Public Utilities Commission of Ohio (PUCO), have a total household income at or below 150 percent in the federal poverty level, and must apply for all Ohio Development Services Agency energy assistance programs for which he or she is eligible. 

If your home is heated with gas, you will have a monthly payment of 6% of your household income for your natural gas bill, and 6% of your household income for electric bill. If you heat with electric, your monthly payment is 10% of your household income. 

Paying on-time and in-full each month reduces your outstanding balance. If you make 24 on-time and in-full payments, your outstanding balance with your utility company will be eliminated.

Once you are enrolled in the PIPP program, you are required to re-verify your income each year. You must also be caught up on all your PIPP payments by your Anniversary date, which is the date you signed up for PIPP. Failure to report changes in the household income or household members, missing a payment, or not re-verifying your income can result in being dropped from the program.

Ohioans with a household income at or below 150 percent of the federal poverty guidelines, and have utility service from an electric or natural gas company regulated by the Public Utility Commission of Ohio are eligible for the program. Both homeowners and renters are eligible to apply.

Winter Crisis Program (WCP)

Provides a benefit once per heating season to an income-eligible customers main and/or electric accounts. The program runs for November 1st - March 31st of each program year. The benefit can be used by eligible households that are disconnected (or have a pending disconnection notice), need to establish new service, need to pay to transfer service or have 25 percent (or less) of bulk fuel supply remaining. The program can also assist with fuel tank placement, fuel tank testing and furnace repair. Ohio households, serviced by a PUCO-regulated utility, must sign up for the Percentage of Income Payment Plan Plus(PIPP Plus) or another payment plan in order to receive emergency benefits. Customers apply in person or at the Local Delegate Agency for WCP. 

Who is eligible for WCP?

Ohioans with the household income at or below 175 percent of the federal poverty guidelines that are facing disconnection, have been disconnected or have less than a 25 percent supply of bulk fuel in their tank are eligible for the program. 

Income Guidelines are: 

A household applying for the HEAP Winter Crisis Program must report total gross household income for the past 90 days for all members of the household. Both homeowners and renters are eligible for assistance.

  • Proof of citizenship or legal residency for all household members

Summer Crisis Program (SCP)

Provides a one-time benefit annually to electric bill, and/or for the purchase of fans and air conditioners. Customers apply in person at the Local Delegate Agency for SCP. The SCP begins July 1st and ends August 31st. 

The focus of the Summer Crisis Program is to provide bill payment assistance for persons 60 years of age and older or those with a certified medical condition. Ohioans enrolled in the Percentage of Income Payment Plan Plus Program (PIPP Plus) are not eligible for bill payment assistance through the program but are encourage to work with their local Community Action Agency to identify opportunities for assistance.

Who is eligible for scp?

Ohioans with a household income at or below 175 percent of federal poverty guidelines and have a member of the household who is  at least 60 years old or can provide physician documentation that cooling assistance is needed for a household member's health. Income guidelines:

  • Proof of medical condition signed by a doctor or nurse practitioner
