Our organization provides them that much-needed assistance after they have exhausted everything to alleviate their conditions. Case in point, our fatherhood and motherhood programs help heads of the family better manage their circumstance. Another commendable program would be our Summer Food Service Program.

State Programs Offered at all Locations

HEAP (2018 Home Energy Assistance Program)

Heap is a federally funded program designed to help income-eligible Ohioans with their winter bills. The program runs from July 1 to June 30 each year. Eligible customers receive a benefit in the form of a direct payment toward their energy heating bill. HEAP benefits are typically credited directly towards the eligible customer's energy heating bill beginning in the month of January. Applications that are mailed into the Office of Community Assitance can take up to 12 to 16 weeks for processing. Applicartions may also be mailed to local agencies with all supporting documents required for completion. 


You can apply in person at your local Community Action Agency or by mail. To Apply, you will need to complete the Energy Assitance application and submit copies of the following documents:

  • a copy of your most recent energy bills
  • a list of all household members this includes (birth dates and Social Security numbers) and proof of income for the last 90 days for each member. (last 90 days preferred in office) (12 months preferred for mail in applications) 
  • Proof of citizenship or legal residency for all household members listed on application.

WCP (2018 Winter Crisis Program)

Pipp also known as Emergency Heap or E-Heap provides a benefit once per heating season to an income-eligible customer's main and/or electric aacounts. The benefit can be used by eligible households that are disconnected (or have a pending disconnection notice), need to establish new service, need to pay to transfer service or have 25 percent of bulk fuel supply or less remaining. The program can also assist with fuel tank placement, fuel tank testing and furnace repair. Customers must apply in person at the Local Delegate Agency for WCP. The 2018 WCP begins November 1, 2017 and ends March 31, 2018.

  • A copy of your most recent energy bills gas and or electric.
  • Birth certificates and/or Social Security cards for all household members (can be used as proof of citizenship) 
  • Proof of income for the last 90 days for all adults over 18.
  • Additional  required information can vary from agency to agency. When scheduling your appointment, make sure to ask what information you need to bring in to the appointment.

PIPP (2018 Percentage of Income Payment Plan)

PIPP helps income-eligible Ohioans manage their energy bills year-round. The program allows eligible Ohioans to pay their energy bill each month based on a percentage of their income. To be eligible for the program, a customer must receive resedential, electric or gas service from a company regulated by the Public Utilities Commission of Ohio (PUCCO), have a total house hold income lower than 150 percent of the federal poverty level, and must apply for all Ohio Development Services Agency energy Assistance programs for which he or she is eligible.


You can apply in person at your local Community Action Agency or by mail. You will need to submit copies of the following:

  • A copy of you most recent energy bills, gas and or electric 
  • Birth certificates and/or Social Security cards  for all household members (can be used as proof of citizenship)
  • Proof of Income for the last 90 days for all household members.

SCP (2018 Summer Cooling Program 

SCP provides a one-time benefit anually to your electric bill, and/or for the purchase of fans and air conditioners. Customers must apply in person at the Local Delegate Agency for Scp. The 2018 SCP begins July 1, 2018 and ends August 31, 2018.


You can apply in in-person at your local Community Action Agency You will need to have documents listed below:

  • Proof of income for the past 90 days for all household members
  • Copy of your recent fuel/ Utility bill
  • Proof of medical condition signed by a doctor or nurse practitioner.
  • All household members Social Security cards.
